     For the PhD program of international students, the  period for an academic degree from a full-time study is generally four years.  If suspension of study is considered in the period, it may be extended for two  years at the maximum. PhD candidates who fulfills the requirements of the  postgraduate program within the period of four years due to their excellence  might apply for an early graduation of no more than half a year. If an  extension of the study period is required for some specific reasons, an  application must be submitted by the student himself/herself, which needs to  be approved by the supervisor under the agreement from the faculty. The  school of the postgraduate education will evaluate the application, before  the final approval by the Fuzhou University. The postgraduate program is  implemented by means of a credit system. Under the guidance of the  supervisor, the PhD student must obtain the required credits through his/her  course studies. Fulfillment of the requirements of the credits is an a-priori  to the submission of the thesis work for its final evaluation.      After completion of the first draft, approved by the  supervisor, the Phd candidate should do a dry run on the oral defense presentation  for doctorate thesis to the community of experts recommended by the  supervisor.PhD applicants should finish the Pre-rejoin of the Dissertation at  least two months before the PHD degree (graduate) dissertation is submitted.  Doctoral students should modify the dissertation according to the questions  suggested in the Pre-rejoin of the Dissertation, and fill in “Table for the  PhD Pre-rejoin of the Dissertation in Fuzhou University”.      After the completion of dissertation draft and the  approval by the supervisor, the Ph.D. candidate should conduct the  pre-defense of dissertation to the academic committee, in which the experts  are recommended by the supervisor. The Ph.D. candidate should finish the  pre-defense of dissertation at least two months before the Ph.D. degree  dissertation is submitted. The Ph.D. candidate should revise the dissertation  according to the questions suggested in the dissertation pre-defense, and  fill the “Table of Dissertation Pre-defense for the Ph.D. Candidate in Fuzhou  University”. Only when the Ph.D. candidate passes the pre-defense can he(she)  apply for dissertation review. Master a foreign language at least, and proficiency in international  academic exchange; Rigorous and realistic scientific style; Abide by  professional ethics; Able to independently engage scientific research or  engineering technical work, obtain creative achievements in the study, and  become an innovation-type elitist to guide the sustainable development of  Hydraulic Engineering discipline.

三、学制、学习年限
     全日制外国来华学术型博士研究生学习年限一般为4年。含休学时间在内，至多可延长学习年限两年。特别优秀，且已提前完成培养计划的博士研究生可以申请提前毕业，但最多提前不超过半年；个别博士研究生因情况特殊，可以申请延期毕业，须由本人提出申请，经导师和学院同意，研究生处（院）审核，报学校批准。学校实行研究生课程学分制，博士研究生应根据需要，在导师指导下选择适合的课程学习时间，在博士论文送审前应完成课程学分。具体按福州大学研究生提前毕业相关文件执行。
     
     For the PhD program of international students, the  period for an academic degree from a full-time study is generally four years.  If suspension of study is considered in the period, it may be extended for  two years at the maximum. PhD candidates who fulfills the requirements of the  postgraduate program within the period of four years due to their excellence  might apply for an early graduation of no more than half a year. If an  extension of the study period is required for some specific reasons, an  application must be submitted by the student himself/herself, which needs to  be approved by the supervisor under the agreement from the faculty. The  school of the postgraduate education will evaluate the application, before  the final approval by the Fuzhou University. The postgraduate program is  implemented by means of a credit system. Under the guidance of the  supervisor, the PhD student must obtain the required credits through his/her  course studies. Fulfillment of the requirements of the credits is an a-priori  to the submission of the thesis work for its final evaluation. More detailed  regulations should follow those rules enforced by the Fuzhou University for  postgraduate studies.

四、培养方式
     1、博士生的培养实行导师负责制，并成立指导小组。导师不仅负责业务指导，而且负责政治思想教育。
     The supervisor of the PhD candidate is responsible  for the supervisory and setting up a supervisory team. The supervisor is  responsible for both professional guidance and moral education.
     2、鼓励博士生参加教学实践，在主讲教师的指导下，博士生可以承担部分教学任务（如讲课、指导毕业设计等），培养博士生对知识的综合组织和表达能力。
     The candidates are encouraged to involve in teaching  practice, such as participating in the lecturing or graduation design. This  practice helps the candidates to develop the ability of synthetic expression.
     3、鼓励博士生参加科研实践，如项目申请、洽谈、组织、总结、评审、鉴定等工作。
     The candidates are encouraged to take part in  scientific research activities, such as applying for funding, negotiation,  organization, summarization, review, assessment.
     4、鼓励博士生参加学术活动，如学术会议、做研究报告等。
     The candidates are encouraged to be active in  academic activities, such as attending academic and presenting in conferences.

五、学位论文
     开题报告Dissertation  proposal:
     论文开题报告：4年学制的全日制博士研究生的学位(毕业)论文开题报告应在第四学期的第十六周前完成；博士研究生应在完成开题报告后10天内将经评审专家成员签名通过的开题报告纸质材料交到所在学院。具体参照《福州大学研究生学位（毕业）论文阶段管理实施细则》（2012年9月修订）执行。
     Doctoral Ph.D. Dissertation Proposal: The  dissertation proposal for 4 years full-time Ph.D. student should be completed  before the 16th week in the fourth semester. Ph.D. students should submit the  dissertation proposal (in paper), which should be signed by academic  committee members, within 10 days to the college. More details can refer to  “The Regulations for the dissertation work of postgraduate student in Fuzhou  University" (September 2012).
     中期考核  Mid-term assessment:
     博士生中期考核是指在博士生完成课程学习获得规定学分，完成开题报告并进行一段时间的研究工作后，至少满5个月后对其学业进行的综合考核。各类博士生须在论文送审前一年以上通过博士中期考核。未完成中期考核者不予以参评博士优秀奖学金。具体参照（福大研【2017】7号）《福州大学博士研究生中期考核实施办法》执行。
     PHD candidate mid-term assessment refers to that PHD  candidates should attend comprehensive assessment of course and research work  when complete the course study, obtain the required credit, and conduct the  research work at least 5 months after the dissertation proposal. The PHD  candidates should pass the mid-term assessment at least one year until submit  the degree paper. The PHD candidates who don’t complete the mid-term  assessment can’t apply for doctoral excellence scholarship.      预答辩  Pre-defense of dissertation
     博士学位申请人需在学位（毕业）论文送审前至少两个月先进行预答辩。博士生要针对预答辩提出的问题对学位论文进行修改后，并填写《福州大学博士学位论文预答辩情况表》。通过预答辩后，方可申请学位论文的送审。具体参照《福州大学研究生学位（毕业）论文阶段管理实施细则》（2012年9月修订）执行。
     The Ph.D. candidate should finish the pre-defense of  dissertation at least two months before the Ph.D. degree dissertation is  submitted. The Ph.D. candidate should revise the dissertation according to  the questions suggested in the dissertation pre-defense, and fill the “Table  of Dissertation Pre-defense for the Ph.D. Candidate in Fuzhou University”.  The Ph.D. candidate could apply for dissertation review Only when passes the  pre-defense. More details can refer to “The Regulations for the dissertation  work of postgraduate student in Fuzhou University "(September 2012).
     发表论文要求 Paper  published requirements ：
     博士研究生在学期间必须在本研究领域“二类”及以上期刊上至少发表（或已录用）3篇与学位论文相关的学术论文，其中至少1篇必须在SCI期刊上发表（或已录用）。
     The Ph.D. candidate shall publish (or have already  got acceptance) at least 3 research papers of his/her research field on  second-category and above level periodicals during his/her postgraduate  study, among at least 1 research paper must shall publish (or have already  got acceptance) on SCI periodical.
     在学期间所有各类研究生每人必须参加一次学术海报展示会（POSTER）并展示学术海报一次,并将证明毕业前交予学院存档。
     During their student career, all the graduate  students must attend an academic poster (POSTER) once. The poster should be  documented by the college before graduation.
     
     博士学位论文集中体现博士阶段所取得的创新性研究成果，能充分反映博士生已掌握坚实宽广的基础理论和系统深入的专门知识，具备独立从事科学研究的能力。
     Doctoral dissertation is the epitome of innovative  research achievements during doctoral training period, which shall fully  reflect the doctoral candidate mastering not only solid and broad basic  theory as well as systematic and deep specialized knowledge, but also  possessing ability to independently engage in scientific research.
     1、选题与综述要求 Requirements of topics and review
     论文选题应密切结合国家发展需求，紧密环绕水利工程学科的重大、复杂或前沿问题。
     The topics should be closely integrated with the  needs of national development, closely connected with the Hydraulic  Engineering discipline of major, complex or cutting-edge issues.
     课题应具有重要的理论意义或实用价值，能够在现有技术和经济条件下得以实现，能够取得重要的创新成果。
     The subject should have important theoretical or  practical value, could be achieved under the existing technical and economic  conditions, and obtain important innovation results.
     文献综述要求围绕论文选题全面搜集文献，认真筛选、阅读、概括与归纳，阐述国内外研究现状和发展动态，对有关学术观点和学术成就进行客观评价。通过全面了解研究现状，深入把握前沿动态，准确提炼科学问题，制定合理研究方案，为取得预期创新成果奠定基础。
     The literature review requires a comprehensive  collection of literatures around the topics, and should carefully filtrate,  read, generalize and summarize, elaborate the research status and development  trends at home and abroad, and make an objective evaluation of the academic  views and academic achievements. Through a comprehensive understanding of  research status quo, in-depth grasp of cutting-edge dynamic, accurate  refinement of scientific issues, and formulation of reasonable research  program, it lays the foundation to achieve the expected innovation results.
     2、规范性要求 Standard requirements
     博士学位论文应系统介绍研究成果，学术观点鲜明，数据可靠，推理严谨，结论正确。
     The doctoral dissertation should introduce the  research results systematically, the academic view is clear, the data are  reliable, the reasoning is rigorous and the conclusion is correct.
     博士学位论文应符合国家和学位授予单位规定的基本格式要求。
     The doctoral dissertation should conform to the basic  format requirements stipulated by the State and the degree granting unit.
     博士学位论文一般应包括封面、中文摘要、英文摘要、目录、符号说明、正文、参考文献，附录、致谢等部分，其中：
     Doctoral dissertations should generally include  cover, Chinese abstract, English abstract, catalog, symbolic description,  text, reference, appendix, thanks and other parts, including:
     （1）论文题目应恰当、简明地概括学位论文的核心内容；
      The thesis title should summarize the core content  of the dissertation appropriately and concisely
     （2）论文中独创性声明和关于论文使用和授权的声明应有作者和指导教师签字；
     The original statement and the statement on the use  and authorization of the thesis should be signed by the author and the  instructor;
     （3）中（英）文摘要应简述研究目的、方法及取得的结果，突出论文的创新性；
     The Chinese and English abstract should briefly describe  the purpose, methods and results of the research, and highlight the  innovation of the paper;
     （4）目录应准确体现论文的结构和主要内容；
     The catalog should accurately reflect the structure  and main contents of the paper;
     （5）前言在正文前阐述研究意义、方法及内容；
     The significance, methods and contents of the  research should be elaborated in the preface;
     （6）文献综述详细评述论文研究领域的国内外研究现状和未来发展趋势；
      Literature review should give a brief review of the  present situation and future development trend of the research field at home  and abroad
     （7）正文是学位论文的核心，应详细介绍研究范围、研究方法与研究结果等；结论部分是学位论文的整体总结，应简明准确地总结论文的核心创新成果；建议部分则对论文尚未解决的问题和下一步研究设想、应用前景等提出具体建议；
      The main body is the core of the degree thesis,  which should elaborate the research scope, the research method and the  research result. The conclusion part is the overall summary of the thesis,  and should concisely summarize the core innovation achievement of the thesis.  The suggestion part should include the unresolved problem, the next research  imagine, application prospects and other specific recommendations;
     （8）在参考文献部分，准确、规范地列出论文引用的全部文献；
     In the reference section, all the literature cited  should be listed accurately and normatively;
     （9）附录包括图片、发表论文及取得成果清单等。
     The appendix includes pictures, published papers and  list of achievements.
     3、成果创新性要求 Requirements of achievements Innovation
      水利工程学科博士学位论文应取得明确的、有价值的创新成果，具体体现在原始创新、集成创新或引进消化吸收再创新的一个或几个方面：
     The doctoral dissertation of Hydraulic Engineering  discipline should have clear and valuable innovation achievements, embodied  in the one or several aspects of original innovation, integrative innovation  or introduction, digestion and absorption of innovation:
     （1）科学发现：在水利工程领域发现重要的新现象、新规律、新材料等；
     Scientific discovery: found significant new  phenomena, new laws, new materials in the field of Hydraulic Engineering;
     （2）理论创新：提出水利工程学科相关的新理论和新方法等；
     Theoretical innovation: put forward new theory and  new methods related to Hydraulic Engineering discipline;
     （3）技术创新：在水利工程规划、设计、施工、测量测试、分析计算、水资源高效利用等方面开发新技术、新工艺等；
      Technological innovation: to exploit new  technologies, new crafts and so on in the planning, design, construction,  measurement and testing, analysis and calculation, efficient utilization of  water resources and other aspects of Hydraulic Engineering;
     （4）交叉创新：将相关学科的理论或方法引入水利工程学科，取得明显成效；
      Cross innovation: the theory or methods of relevant  disciplines are introduced into Hydraulic Engineering discipline, and  remarkable achievements are obtained;
     （5）集成创新：集成应用多种理论、方法与技术手段，明显提高本学科相关问题的研究水平；
     Integrated innovation: integrated application of a  variety of theories, methods and technical means, and significant improvement  of research level in discipline relevant issues;
     （6）学科/行业认可的其他重要创新成果。
      Other important innovative achievements recognized  by the discipline or industry.
     教学语言与英语语种。
     外国来华留学生的培养须符合教育部、外交部、公安部发布的第42号令，基础教学语言为中华人民共和国通用语言。所有专业课程均使用英语进行授课的留学生，学位论文可以使用英语，论文摘要应为中文（不少于5千字），可以使用英语进行学位论文答辩。
     
      Teaching language and English
     Education program for international students in China  shall follow the requirements of Order 42 as issued by the Chinese Ministry  of Education, Ministry of Foreign Affairs and Ministry of Public Security.  The fundamental language for teaching is Mandarin in China. For foreign  students who follow an education program to be taught in English, the thesis  work can be written in English and the final examination (thesis defense) can  be performed in English, nevertheless an abstract written in Chinse is an  necessity for the thesis for not less than five thousand words.

     结构工程专业、桥梁与隧道工程专业、水工程安全与水灾害防治、道路交通工程与灾害防治专业招收3年学制的外国留学生，此类学生招生前必须同时满足以下条件：

     2、必须提供校际协议；
     3、校外事办审批通过；
     4、研究生院审批通过
